Rebate Credits
2006 Conservation Programs & Rebate Guidelines
The new program began February 1, 2006 and applies only to appliances purchased and measures installed after that date. Bonneville Power Administration determines the program parameters and qualifications for these rebates. All measures and incentives levels are subject to change. All measures must be installed within the Douglas Electric Cooperative service territory and are subject to inspection. In most cases, rebate amounts will be applied as credits to qualifying member's accounts.

Clothes Washers, Dishwashers & Refrigerators :
Appliances must meet Oregon Department of Energy (ODOE) tax credit standards. It
is highly recommended that you call 673-6616 and ask for a list of qualifying
appliances or go to Oregon.gov/ENERGY and locate the list of eligible Residential
Tax Credit appliances before you make your purchase. Since the purpose of this
program is to save electricity, the hot water source for clothes washers and
dishwashers must be electric.
Water Heater :
The efficiency requirements of electric hot water heaters will vary by tank size.
50 gallon tanks must have a minimum Energy Factor (EF) of .93. Tanks larger than
50 gallon must have a minimum EF of .91. The rebate form will not be processed
without the EF rating. Electric tankless water heaters are not deemed cost
effective and therefore do not qualify.
Solar Water Heaters:
"Approved" solar hot water units must be installed by an ODOE-certified, Bright
Way solar contractor. Please ask for a list of approved systems and contractors
before proceeding with your project.
Electric Heat Pumps:
Electric heat pump installations are eligible for 5% financing through Umpqua
Bank. Members must be able to qualify for the loan.
Weatherization & Windows:
Weatherization & Windows Insulation levels for this climate zone should be a
minimum of R-38 in the Ceiling, R-19 in the Floor and R-11 in the Walls. BPA
requires that replacement windows have a U-Value of .30 or lower. Any window
higher than a U-.30 is not eligible. Rebate is based on 25% of the project cost,
with a maximum rebate is $350.
Super Good Cents Manufactured Homes:
When applying for the rebate, please include the Oregon Department of Energy
"Certificate of Compliance". The home must be new and electrically heated.
Hard-wired appliances are not eligible for additional rebates. New
energy-efficient clothes washers and refrigerators may qualify.
Thermostats:
All thermostats in the home must be replaced with line voltage thermostats. (This
would apply mainly to zonally-heated homes.) Programmable & low-voltage
thermostats do not qualify. Rebate amount is "per home".
Commercial Lighting:
Incentives are available for upgrading to energy efficient commercial lighting as
long as funds are available. A lighting audit performed by a lighting contractor
is encouraged.
Financing:
Douglas Electric will continue to offer 5%, 5-year financing for heat pumps and
weatherization to qualified members through Umpqua Bank. Applications are
available in both Douglas Electric Cooperative offices.
